Philippines – Overseas Filipino Workers (OFWs) and their loved ones back home now have a clearer view of the support available to them. The Overseas Workers Welfare Administration (OWWA) has laid out its programs under five main areas: social benefits, education and training, reintegration, pre-departure education, and repatriation.
According to the official OWWA website (https://owwa.gov.ph/programs-and-services/), these services aim to provide welfare, protection, reintegration, and development support for OFWs and their families. The programs cover the full journey of a migrant worker, from the days before leaving the Philippines to the eventual return home.
Social Benefits: Help When It Matters Most
Four programs make up OWWA’s social benefits package. Each one addresses a different need that OFW families may face.
- Education and Livelihood Assistance Program (ELAP)
- Death and Disability Benefit
- Supplemental Medical Assistance Program for OFWs (MedPlus)
- Welfare Assistance Program (WAP)
These benefits serve as a safety net for health emergencies, loss of income, and other hardships that can strike while a family member works abroad.
Education and Training: Investing in Skills and Futures
OWWA offers two learning tracks. The Baccalaureate Courses support those pursuing a college degree. The Short-Term Courses focus on practical skills that workers and their dependents can gain in less time.
For many families, education remains the main reason a parent or sibling chose to work overseas. These programs help turn that sacrifice into real opportunity.
Reintegration: Building a Life After Working Abroad
Coming home is a big step, and OWWA has two programs to help returning workers get back on their feet:
- OFW Enterprise Development and Loan Program, formerly known as the P2B OFW Reintegration Program
- Balik-Pinas Balik-Hanapbuhay Program (BPBH)
Both programs focus on helping returning OFWs start a livelihood or grow a business, so the years spent abroad can lead to lasting financial stability at home.
Pre-Departure Education: Preparing Before the Flight
Before leaving the country, workers go through OWWA’s orientation programs. The Pre-Departure Orientation Seminar (PDOS) prepares departing OFWs for life and work overseas. The Comprehensive Pre-Departure Education Program for Household Service Workers (CPDEP for HSWs) gives domestic workers more in-depth preparation for the unique challenges of their roles.
Repatriation: A Way Home
OWWA also runs a Repatriation program for OFWs who need to return to the Philippines. It gives distressed or stranded workers a path back to their families.
What OFWs Should Do Next
OFWs are encouraged to review each program on the OWWA website to check eligibility and requirements. The agency notes that all personal information shared through its online platform is handled in line with the Data Privacy Act of 2012.
Knowing these programs ahead of time can make a big difference for you and your family, wherever you are in your OFW journey.
