Philippines – Filipinos flying home for the holidays or heading back to work overseas may soon see the results of a new agreement between two key government agencies. On October 6, 2026, the Bureau of Immigration (BI) and the Civil Aviation Authority of the Philippines (CAAP) signed a Memorandum of Understanding (MOU) at the BI Main Building in Intramuros, Manila.
According to a statement from the Bureau of Immigration, the MOU sets the framework for closer cooperation between the two agencies. It covers key areas of air travel, from security and safety to how passengers move through Philippine airports.
Who Signed the Agreement
BI Commissioner Joel Anthony M. Viado and CAAP Director General Lt. Gen. Raul L. Del Rosario, AFP (Ret.) signed the deal for their agencies.
The partnership brings together two offices that every traveler deals with, whether they notice it or not. The BI handles immigration processing for passengers entering and leaving the country. CAAP oversees the country’s civil aviation sector.
Five Areas of Cooperation
Under the MOU, the BI and CAAP will work together on the following:

- Air transport facilitation: Steps to help passengers and flights move more efficiently
- EO 122-compliant information coordination: Sharing information between the two agencies in line with Executive Order No. 122
- Training and capacity building: Programs to strengthen the skills of personnel from both agencies
