According to a report, Senate Bill No. 252 — known as the “OFW Pension Act of 2025” — was filed by Sen. Erwin Tulfo on July 8, 2025. The measure seeks to create an Overseas Filipino Workers Pension Fund that would grant a Php 5,000 monthly benefit to qualified retired OFWs.
What the Bill Actually Offers
The heart of the proposal is simple: a fixed Php 5,000 monthly pension for eligible retirees. Instead of replacing the benefits OFWs already earn, this fund would sit on top of them as extra protection during retirement.
A counterpart measure in the House of Representatives, House Bill No. 5700, follows the same path. It also proposes an OFW Pension Fund with a monthly pension of at least Php 5,000, showing that both chambers are moving in a similar direction.
Who Might Qualify
The House version gives the clearest picture of the proposed requirements. Under HB 5700, an OFW would need to meet these conditions:
- Be at least 55 years old upon retirement
- Have completed at least 15 years of overseas employment
- Be registered with the Department of Migrant Workers
Keep in mind these are proposed rules, not active benefits. The final qualifications may still shift as lawmakers review and debate the measures in Congress.
Still a Proposal — Not Yet Law
